Any of these work well and are free:

HexChat — cross-platform (Windows / Linux / *BSD), the most newcomer-friendly choice.
mIRC — the classic Windows client.
Textual — macOS.
WeeChat or irssi — for the terminal.
Goguma — Android / iOS.

Once installed, connect to irc.cyberarmy.com on port 6697 with TLS, pick a nickname, and /join #cyberarmy.
